Deterministic LIBR Engine

Applies the documented V1 LIBR state machine to reviewed ledger rows and an explicit claim source, producing a modeled traceable remainder for professional review.

Validated CSV Import

Directly imports a user-selected CSV only after file-wide validation of UTF-8 encoding, required columns, dates, descriptions, and decimal amounts. CSV rows do not use the PDF/image candidate-approval workflow.
